Sinisi ng 11-member Senate minority bloc ang majority bloc ni Senate President Alan Peter Cayetano sa pagkakabimbin ng ilang mahahalagang panukala matapos hindi umano dumalo ang mayorya sa 5 p.m. resumption ng session nitong Lunes, kasunod ng pag-aresto kay Sen. Jinggoy Estrada.
Sa joint statement, sinabi ng minority senators na naroon sila at handang magtrabaho, bumoto sa pending bills, at ituloy ang trabaho ng Senado, pero pinili umano ng majority na hindi sumipot.
Kabilang sa mga panukalang nabinbin ang Magna Carta of Barangay Health Workers, Anti-Hospital Detention Bill, kumpirmasyon ng mga heneral sa Commission on Appointments, at bills na magbibigay ng Philippine citizenship kina Bennie Boatwright III at Matthew James Ramos.
“Ang Senado ay hindi pag-aari ng iisang may hawak ng gavel. Institusyon ito ng taumbayan at napakadaming mahalagang panukala ang nabibinbin dahil sa drama ng mayorya (The Senate does not belong to one person holding the gavel. It is an institution of the people, and many important measures are being delayed because of the majority’s drama),” ayon sa minority bloc.
Kinontra rin ng minority ang panawagan ni Cayetano na manahimik ang Senado bilang tindig umano para sa institutional independence.
Ayon sa bloc, hindi dapat tumigil ang trabaho ng Senado dahil sa lawful process sa Ombudsman at Sandiganbayan. Para sa kanila, boycott ang hindi pag-convene ng session dahil sa pag-aresto kay Estrada, hindi depensa ng Senate independence.
“This is a boycott because of the arrest of Senator Jinggoy Estrada, and the public should not be asked to believe another convenient line from a leadership that has repeatedly twisted the truth,” saad ng minority.
Giit ng minority, kung nais ng majority na magprotesta, mag-deliver ng privilege speeches, o ipagtanggol ang posisyon nito, dapat gawin iyon sa Senate floor, hindi sa pagpatigil ng trabaho ng chamber.
“Sa totoo lang, ang gusto nila ay kampihan, hindi prinsipyo. Gusto nila sumama kami sa boycott, patahimikin ang Senado at gamitin ang minority para manatili ang Senate President sa puwesto habang iniiwasan ang tunay na test of numbers sa floor (The truth is, what they want is loyalty, not principle. They want us to join the boycott, silence the Senate and use the minority so the Senate President can stay in his post while avoiding the real test of numbers on the floor),” ayon sa statement.
Nauna rito, hinamon ni Cayetano ang minority na manindigan para sa independence ng Senado matapos maglabas ng arrest warrant laban kay Estrada sa plunder case na may kaugnayan sa umano’y flood control anomalies.
“To my colleagues in the Minority: The Senate is a co-equal branch of government. It is not a prize to be claimed by anyone. Events of the past few days may have blurred this distinction, but what happened with one of our colleagues today brings it sharply back into focus,” sabi ni Cayetano sa Facebook post.
Hiniling niya sa minority na sumama sa majority sa pagpapatahimik ng chamber “so the country is made to ask why a co-equal branch would fall silent rather than be made to serve.”
Para kay Sen. Panfilo Lacson, hindi ito usapin ng Senate independence kundi dereliction of duty ng majority bloc.
“Standing up for the Senate’s independence does not place SP Cayetano and any senator above the law. It has nothing to do with non-adherence to the rule of law. Dereliction of duty will not solve this partisan gridlock. Its sole purpose is to hold legislation hostage,” ani Lacson sa X.
Sa kanyang ika-77 kaarawan nitong Lunes, sinabi ni Lacson ang hiling niya para sa Senado.
“My only birthday wish is for the Senate to recover what is left of its integrity, dignity and reputation, but most of all, the public trust and confidence that our predecessors used to enjoy,” ani Lacson. /Bistado
