Gumawa ang Department of Agriculture (DA) ng iisang project management office (PMO) para pangasiwaan ang dalawang pangunahing reform programs na pinopondohan ng World Bank.
Ayon sa DA, layunin ng hakbang na “to improve coordination, speed up implementation, and strengthen oversight.”
Sinabi ni Agriculture Secretary Francisco P. Tiu Laurel Jr. na ang unified PMO ay makakatulong para matiyak na ang mga programa ay “carried out efficiently and deliver clear results.” Dagdag pa niya, kailangan ang mas matibay na koordinasyon “to turn development funding into real gains for the agriculture sector.”
Sa ilalim ng bagong sistema, pamamahalaan ng PMO ang Philippines Sustainable Agriculture Transformation o PSAT Program at ang Technical Assistance for Sustainable Agricultural Transformation o TASAT Project.
Ayon sa paglalarawan, “PSAT releases funds based on performance targets, while TASAT provides technical support for reforms—linking financing to the DA’s ability to meet goals.”
Pamumunuan ng isang project director ang opisina, habang ang deputy ang hahawak sa araw-araw na operasyon at titiyak sa pagsunod sa mga patakaran.
Magkakaroon din ng specialized units na tututok sa mga pangunahing reform areas na nakatali sa funding conditions ng World Bank. Ang mga unit na ito ay makikipagtulungan sa iba’t ibang team sa loob ng DA, kabilang ang rice, high-value crops, logistics, at internal services.
May itatalaga ring support team na hahawak sa finance, procurement, at staffing para matiyak ang maayos na takbo ng operasyon at pagsunod sa requirements ng gobyerno at ng donor.
Ayon sa DA, ang “dedicated finance and procurement units are expected to help prevent delays, a common issue in public projects.”
Layunin ng bagong istruktura na “fix coordination problems and reduce bureaucratic bottlenecks.”
Gayunman, binanggit na “while added monitoring and audit systems could improve accountability, stricter compliance rules may also slow implementation.”
Ang pondo para sa PMO ay magmumula sa project budgets at kasalukuyang resources ng DA, alinsunod sa audit rules ng pamahalaan. /Bistado
