Nasaan si convicted former Maj. Gen. Jovito Palparan?
Ito ang tanong ng KARAPATAN at Desaparecidos matapos suportahan ng dalawang human rights groups ang manifestation and motion na inihain sa Supreme Court nina Erlinda Cadapan at Concepcion Empeño, mga ina ng nawawalang aktibistang sina Sherlyn Cadapan at Karen Empeño.
Hinihiling ng dalawa na utusan ng Korte Suprema ang Bureau of Corrections (BuCor) na ilantad ang kinaroroonan ni Palparan, na nahatulan noong September 2018 sa kasong kidnapping at serious illegal detention kaugnay ng pagkawala nina Sherlyn at Karen.
Dinukot sina Sherlyn at Karen sa Hagonoy, Bulacan noong June 26, 2006 ng mga puwersang nasa ilalim ng command ni Palparan. Hanggang ngayon, nawawala pa rin sila. Ngayong taon ang ika-20 taon mula nang dukutin ang dalawang estudyante ng University of the Philippines (UP).
Ayon sa KARAPATAN at Desaparecidos, naghain ng reklamo ang mga ina matapos makatanggap ng impormasyong wala na umano si Palparan sa New Bilibid Prison (NBP) sa Muntinlupa City, kung saan niya pinagsisilbihan ang life sentence without possibility of parole.
Nalaman umano ng complainants na wala na sa NBP si Palparan matapos bumalik na unserved ang mga notice para sa kanya, na may anotasyong “moved out (transferred to Bucor-Baguio) at “moved out to PMA Baguio.”
Sa NBP naman, sinabi ng groups na ang official line ay dinala raw si Palparan sa ospital.
“The varied answers raise renewed suspicions of special treatment for Palparan,” sabi ni Desaparecidos spokesperson JL Burgos. “In 2022, under the Duterte regime, the Bucor allowed the SMNI to interview Palparan in prison, where he continued to red-tag Sherlyn and Karen and justify their abduction. Palparan was also confined at the Minimum Security Compound of the NBP instead of the Maximum Security Compound where those convicted of heinous crimes should be held.”
Mas lalong ikinabahala ng KARAPATAN ang impormasyong maaaring nasa Philippine Military Academy (PMA) sa Baguio si Palparan.
“This latest news is even worse about Palparan reportedly being at the Philippine Military Academy in Baguio, which is neither a Bucor facility nor a hospital,” sabi ni KARAPATAN secretary general Cristina Palabay. “If he had indeed been brought there, we demand the Bu Cor’s explanation. We also demand that he be recommitted to the NBP Maximum Security Compound where he should be,” dagdag niya.
“There must be no special treatment for the butcher Palparan,” diin ni Palabay.
Itinanggi naman ito ni BuCor chief Director General Gregorio Pio Catapang Jr. nitong Lunes, at sinabing nananatili si Palparan sa NBP.
Ginawa ni Catapang ang pahayag matapos ang manifestation nina Cadapan at Empeño. Sinabi niyang walang naitalang transfer para kay Palparan, at anumang paglilipat ng inmates, lalo na ng high-profile individuals, ay dumaraan sa mahigpit na mga protocol at wastong dokumentasyon.
“Any future developments or changes in his detention status will be communicated through official channels to maintain clarity and public trust,” sabi ni Catapang. /Bistado
