Bumagsak sa record-low na 9.7% ang poverty incidence ng Pilipinas noong 2025 mula 15.5% noong 2023, matapos makaahon sa kahirapan ang 6.5 milyong Pilipino sa loob ng dalawang taon.
Naabot ng bansa ang single-digit target sa ilalim ng Philippine Development Plan (PDP) nang tatlong taon na mas maaga sa schedule, ayon sa Department of Economy, Planning, and Development (DEPDev).
Batay sa 2025 Full-Year Poverty Statistics ng Philippine Statistics Authority (PSA), bumaba sa 11 milyon noong 2025 mula 17.5 milyon noong 2023 ang bilang ng mga Pilipinong nabubuhay sa ilalim ng poverty threshold.
“For the first time, fewer than one in ten Filipinos is living below the poverty line,” ani DEPDev Secretary Arsenio Balisacan.
Iniugnay ng DEPDev ang pagbaba ng poverty rate sa tuloy-tuloy na economic growth, humihinang inflation at paborableng labor-market conditions.
Nag-average sa 5.1% ang real gross domestic product growth noong 2024 at 2025. Nasa average na 2.5% naman ang inflation, habang nanatiling mababa ang unemployment sa average na 4%.
Tumaas din nang humigit-kumulang 22% ang nominal incomes sa lahat ng income decile mula 2023 hanggang 2025—mas mataas kaysa sa pinagsamang 5% inflation sa kaparehong panahon. Ipinakikita umano nitong umabot sa iba’t ibang income group ang pagtaas ng kita.
Para sa Department of Social Welfare and Development (DSWD), pinatutunayan ng record-low poverty incidence na may epekto ang whole-of-government strategy at flagship programs ng Marcos administration.
“This is a positive development and an affirmation that the whole-of-government strategy to address poverty alleviation is working, especially through the flagship programs like the Pantawid Pamilyang Pilipino Program. We also take this historic achievement as proof that what we are doing in implementing our programs is working to help the poor and vulnerable sectors,” ani DSWD spokesperson Assistant Secretary Irene Dumlao.
Kabilang sa patuloy na ipinatutupad ng DSWD ang Pantawid Pamilyang Pilipino Program (4Ps), Walang Gutom Program, Assistance to Individuals in Crisis Situation, Sustainable Livelihood Program at iba pang social protection interventions.
Binanggit din ng DEPDev ang Social Pension Program, KADIWA, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD), at Department of Labor and Employment Integrated Livelihood and Emergency Employment Program (DILEEP) bilang mga programang nakatulong upang lumiit ang income gaps.
“The report shows the fruits of the collaboration between the national government, local government, private sector, and the Filipino people towards building a brighter future. Ikinatutuwa din ito ng DSWD, at nangangako kaming mas pagbubutihin pa ang pagbibigay serbisyo para sa ating mga benepisyaryo (The DSWD is also happy with this, and we promise to further improve the delivery of services to our beneficiaries),” ani Dumlao.
Gayunman, nagbabala si Balisacan na posibleng bumagal ang poverty reduction dahil sa mas mahirap na economic environment ngayong 2026.
“Current developments may slow the pace of poverty reduction, but early indications do not point to a reversal of the gains we have achieved,” aniya.
Ayon sa kalihim, kailangang pigilang muling bumagsak sa kahirapan ang mga pamilyang nakaahon na. Kailangan din ang mas mabilis na economic growth, mas maraming investment at trabaho, pagtaas ng productivity, skills training at agarang suporta sa mga negosyo at manggagawang apektado ng economic at climate-related disruptions. /Bistado
