Iginiit ng Manila Electric Co. (Meralco) na hindi ganap na maiiwasan sa distribusyon ng kuryente ang “system loss,” kasunod ng panawagan ni Pangulong Ferdinand Marcos Jr. na alisin ito—pati ang kaugnay na value-added tax—sa singil sa mga consumer.
Sa kanyang ikalimang State of the Nation Address, hiniling ni Marcos sa Kongreso na amyendahan ang Electric Power Industry Reform Act (EPIRA) upang hindi na maipasa sa mga consumer ang system loss charge.
Sa isang pahayag, sinabi ng Meralco na nirerespeto umano nito ang direksiyon ng Pangulo at handa itong lumahok sa mga pagtalakay sa panukalang pagbabago sa EPIRA. Gayunman, iginiit ni Meralco Executive Vice President at Chief Operating Officer Ronnie Aperocho na karaniwang bahagi ito ng operasyon ng buong industriya ng kuryente.
“We respect President Marcos’ policy direction and will actively participate in the discussions as the proposed amendments to the EPIRA are deliberated,” ani Aperocho.
“It is important to recognize that system loss is not unique to any distribution utility but is a common operational aspect of the delivery of electricity — which affects the entire power industry,” dagdag niya.
Ang system loss ay kuryenteng nawawala habang dumadaloy sa mga linya, transformer at substation. Nahahati ito sa technical loss na likas sa paghahatid ng kuryente at non-technical loss na maaaring dulot ng pagnanakaw, illegal connection o paggamit ng “jumper.”
Sa ilalim ng EPIRA at Republic Act No. 7832 o Anti-Pilferage of Electricity and Theft of Electric Transmission Lines/Materials Act, maaaring mabawi ng distribution utilities ang pinapayagang bahagi ng system loss sa pamamagitan ng singil sa buwanang bill.
Batay sa breakdown ng Meralco, pass-through charge ang system loss at hindi direktang napupunta sa kumpanya. Tinatayang bumubuo ito ng limang porsiyento ng buwanang electricity bill ng customer.
“While distribution utilities like Meralco continue to invest in modernizing and upgrading facilities and deploying technologies that reduce system losses, a certain level of technical losses remains inherent in operating an electric distribution system,” ani Aperocho.
Patuloy umano ang Meralco sa modernisasyon ng network, paggamit ng digital technology at pagpapahusay ng operasyon upang mapababa ang technical losses. Nasa 5.72 porsiyento ang pinakahuling 12-month average system loss nito.
“For Meralco’s part, we have consistently invested in system loss management initiatives, network modernization, and operational efficiencies — which enable us to maintain our system loss well below the 6.5% cap set by the ERC,” ani Aperocho.
Handa rin umano ang Meralco na makipagtulungan sa pamahalaan, regulators, mambabatas at iba pang stakeholder sa mga repormang magpoprotekta sa consumer nang hindi isinasakripisyo ang katatagan ng sektor.
“We look forward to productive discussions which we hope will carefully consider the impact of reforms on the operations and sustainability of distribution utilities,” aniya.
“To ensure real benefits to consumers, these reforms should also support the ability of distribution utilities and electric cooperatives to efficiently operate, invest in infrastructure and system resilience, and deliver safe and stable electricity service,” dagdag niya.
Samantala, magdaraos ang Department of Energy ng serye ng inter-agency meetings upang pag-aralan ang pagpapatupad ng panukala. Mahigit 100 electric cooperatives at pribadong utilities ang kailangang isa-isang suriin dahil magkakaiba ang kanilang network, lokasyon at antas ng system loss.
Ayon kay Energy Secretary Sharon Garin, maaaring abutin nang hanggang isang taon o bago ang susunod na SONA ang proseso dahil kailangang mag-upgrade ng kagamitan ang ilang power distributor.
Suportado rin ng Philippine Rural Electric Cooperatives Association ang pagtanggal sa VAT sa system loss charge. Gayunman, iginiit nitong mangangailangan ng nakalaang subsidiya ng pamahalaan ang tuluyang pag-alis ng singil dahil mas mataas ang hindi maiiwasang technical losses sa ilang rural network. /Bistado
