Pwede umanong makilahok sa plenary debates ang mga mambabatas mula sa pamilyang Duterte sa pagtalakay ng Articles of Impeachment laban kay Vice President Sara Duterte, ayon kay House Committee on Justice chair at Batangas 2nd District Rep. Gerville Luistro.
Nilinaw ito ni Luistro nang tanungin kung papayagan bang lumahok sa plenary discussions sina Davao City Rep. Paolo Duterte ng First District, Davao City Rep. Omar Vincent Sangkola Duterte ng Second District, at PPP Party-list Rep. Harold Duterte.
“Well, there will be debates after the sponsorship speech. And I think everybody will be given the opportunity to participate in the debate,” ani Luistro sa Saturday News Forum sa Quezon City.
Inaasahang isasalang sa plenaryo ang committee report at Articles of Impeachment matapos aprubahan ng House Committee on Justice ang mga ito para sa full House deliberation.
Ayon kay Luistro, magkakaroon muna ng sponsorship speech bago ang debate. Sa puntong iyon, bukas ang pagkakataon para sa mga miyembro ng Kamara na magtanong, kumuwestiyon, o maglatag ng kanilang posisyon.
Pagdating naman sa pagpapaliwanag ng boto, sinabi ni Luistro na nakasalalay ito sa Rules Committee, lalo na kung marami ang nais magsalita.
“I’m quite sure about that, the interpellation. But with respect to the explanation of vote, siguro iko-consider din ang rules kung ilan ang (perhaps the rules will have to be considered also on how many) House members who are interested to explain their vote,” dagdag niya.
Nilinaw ni Luistro na may karapatan ang House members na ipaliwanag ang kanilang boto. Pero para sa kanya, mas mainam kung ang mga nais kumontra o kuwestiyunin ang findings ay makilahok sa interpellations.
Sa interpellation, direktang masasagot ng Justice Committee ang kanilang mga punto. Mas malinaw din umanong masusundan ng publiko ang palitan ng argumento.
“Perhaps if they wish to participate, it’s better to participate in the interpellations so that the Filipino people will hear their arguments, which the Justice Committee will definitely respond [to],” sabi ni Luistro.
Sinabi rin ni Luistro na ang Monday plenary session ang unang pagkakataon na publiko niyang tatalakayin sa harap ng buong membership ng House ang committee report at Articles of Impeachment. /Bistado
