PARAÑAQUE CITY – Nagsagawa ng plebisito nitong Sabado ang Parañaque City para pagbotohan kung iraratipika ang city ordinance na magbabago sa territorial boundaries ng limang coastal barangays sa lungsod.
Ayon kay Commission on Elections (Comelec) Chairperson George Garcia, plurality of votes ang magiging batayan sa pagdedeklara ng mananalo, at hindi majority.
“It is not necessary to have the majority of votes. Even if the voting population is 80,000, it is not necessary to get 40,001 votes…The basis for the proclamation by the Comelec is which one got the highest number of votes. For example, if ‘No’ gets the highest number of votes, even though it is not a majority, that will be declared the winner and announced by the Comelec, and if ‘Yes’ gets the highest number of votes, even though it is not a majority, we will do the same. We call this the plurality of votes, on who or which has the highest number of votes,” sabi ni Garcia.
Isinagawa ang plebisito sa mga barangay ng Baclaran, Tambo, Don Galo, La Huerta, at San Dionisio.
Ayon kay Garcia, manual ang buong proseso ng botohan.
“Voting is manual. The counting of the votes will also be manual. The proclamation of the winner will also be manual,” sabi niya.
Nagbukas ang botohan mula alas-5 hanggang alas-7 ng umaga para sa senior citizens, persons with disabilities (PWDs), at mga buntis. Mula alas-7 ng umaga hanggang alas-3 ng hapon naman ang voting para sa iba pang botante.
Layunin ng plebisito na ratipikahan ang City Ordinance 2023-19, Series of 2022, na may petsang July 13, 2023, na nagbabago sa territorial boundaries ng limang coastal barangays na katabi ng reclaimed areas sa Manila Bay.
Sa ilalim ng ordinansa, gagamitin ang straight-line policy sa pagtukoy ng bagong boundaries.
Ayon sa Comelec, ang straight-line policy ay paraan ng pagtakda ng hangganan ng coastal reclaimed areas gamit ang geometric vectors para malinaw na matukoy ang property limits, land titles, taxation, at jurisdictional boundaries. /Bistado
