MANILA – Pinirmahan ni Manila City Mayor Francisco “Isko” Moreno Domagoso ang Executive Order No. 29, Series of 2026, na lumikha sa Manila School and Community Safety Task Force para pigilan ang armed violence at mass-casualty incidents sa mga paaralan at public spaces sa syudad.
Opisyal na pinamagatang “Manila Schools Safety Initiative,” epektibo ang kautusan mula June 24, 2026.
“Our policy is simple: Remove illegal guns. Act on every warning sign. Prepare every school. Manila will not wait for a tragedy before taking action,” sabi ni Domagoso sa kanyang “State of the City Address” nitong Miyerkules, June 24.
Nakabatay ang order sa prevention-first approach: alisin ang illegal firearms at armed threats, aksyunan ang bawat credible warning sign ng violence, at ihanda ang bawat paaralan at komunidad para sa emergency response.
Pangungunahan ang Task Force ng mayor o city administrator. Kasama rito ang Manila Police District (MPD) director, Schools Division Office of Manila (SDO-Manila), Manila Department of Social Welfare (MDSW), Manila Health Department (MHD), Manila City Disaster Risk Reduction and Management Department (MCDRRMD), Liga ng mga Barangay president, City Legal Officer, City Public Information Officer, Chief of Staff, at representatives mula sa private schools, parent associations, at youth organizations.
Magsisilbing secretariat ang Office of the Chief of Staff.
“The Task Force shall serve as the City’s coordinating body for violence prevention, threat assessment, school safety, and emergency preparedness,” ayon sa order.
Inatasan din itong mag-monitor ng emerging threats laban sa schools, public gatherings, at critical facilities, at magsumite ng quarterly reports sa Office of the Mayor.
Sa ilalim ng order, inatasan ang MPD na paigtingin ang operasyon laban sa loose firearms, illegal gun trafficking, gun-for-hire groups, at armed criminal networks.
“The Manila Police District shall intensify operations against loose firearms, illegal gun trafficking, gun-for-hire groups, and armed criminal networks,” saad ng order.
Kailangan ding magtalaga ang MPD ng School and Youth Safety Coordinator, bumuo ng Threat Monitoring and Assessment Desk, panatilihin ang direct communication channels sa mga public school cluster at barangay, at magsumite ng monthly reports tungkol sa illegal firearm operations at preventive interventions.
Inatasan naman ang SDO-Manila na magtatag ng School Safety and Threat Assessment Teams sa bawat school district, magpatupad ng standardized procedures para sa reporting ng threats at weapons possession, palakasin ang counseling at behavioral intervention programs, at magsagawa ng hindi bababa sa dalawang emergency preparedness exercises at isang lockdown drill kada academic year.
“DepEd Manila shall implement standardized procedures for reporting and assessing threats of violence, possession of weapons, and alarming behavioral indicators,” ayon sa order.
Sa loob ng 90 araw, magsasagawa ang SDO-Manila at MPD ng School Safety Audit sa lahat ng public schools, saklaw ang physical security, access control, evacuation routes, communications capability, at existing emergency response plans.
“Recommendations shall be submitted to the Office of the Mayor for immediate action,” nakasaad sa order.
Inatasan din ang mga barangay na suportahan ang violence prevention efforts.
“All barangays are directed to support violence prevention initiatives, encourage responsible reporting of threats and illegal firearms, and maintain coordination with local police and school authorities,” ayon sa order. /Bistado
