Kinumpirma ng International Criminal Court (ICC) nitong Lunes ng gabi na ang warrant of arrest laban kay Sen. Ronald “Bato” Dela Rosa na kumalat sa media “is indeed a formal ICC document,” habang inilagay naman siya ng Senate sa protective custody matapos lumutang ang concern sa umano’y monitoring sa kanya sa loob ng Senate premises.
In-unseal ng ICC at pormal na ni-classify bilang “public” ang dokumento noong May 11.
“This arrest warrant against Mr. Ronald Marapon Dela Rosa was issued confidentially, under seal, by Pre-Trial Chamber I of the ICC on 6 November 2025,” ani ICC spokesperson Oriane Maillet.
Si Dela Rosa, na hindi nakita sa publiko mula November, ay dumalo sa Senate session nitong Monday at bumoto sa leadership shakeup na nagpatalsik kay Senate President Vicente Sotto III.
Sa parehong araw, ipinakita ni former senator Antonio Trillanes IV, kasama ang personnel ng National Bureau of Investigation, ang sinabi niyang kopya ng ICC warrant laban kay Dela Rosa.
Ayon sa dokumento, inisyu ito noong November 6, 2025 ng ICC Pre-Trial Chamber laban kay Dela Rosa dahil sa alleged criminal responsibility niya bilang “indirect co-perpetrator” sa mga pagpatay na naganap sa campaign against illegal drugs sa Pilipinas.
Nauna nang sinabi ng ICC prosecution na si detained former president Rodrigo Duterte at ang walo niyang alleged co-perpetrators, kabilang si Dela Rosa, ay “shared a common plan or agreement to neutralize alleged criminals in the Philippines,” pati ang mga iniuugnay sa drug use at sale sa pamamagitan ng violent crimes, kabilang ang murder.
Sa unsealed warrant, sinabi ng ICC Pre-Trial Chamber I na ang alleged involvement ni Dela Rosa sa “common plan” ay umaabot sa “crime against humanity of murder” na umano’y ginawa mula at least July 3, 2016 hanggang end of April 2018 sa Pilipinas, “during which no less than 32 persons were killed.”
Si Dela Rosa ang unang Philippine National Police chief ni Duterte noong presidente pa ito.
Habang umiinit ang usapin sa ICC warrant, inilagay ng Senate si Dela Rosa sa protective custody matapos maglabas ng concern sa umano’y monitoring sa kanya sa Senate premises.
Inihain ni Sen. Rodante Marcoleta ang motion sa plenary session matapos ipakita ang closed-circuit television footage ng mga indibidwal na umano’y sumusunod kay Dela Rosa sa Senate complex.
“We have seen it all. I think this is the best evidence that can prove that the good senator, our colleague in this institution, is being chased by authorities,” ani Marcoleta.
Kinuwestiyon din ni Marcoleta ang pagkakasangkot ng NBI. Ayon sa kanya, ang mga bagay na may kinalaman sa international law enforcement coordination ay karaniwang dumadaan sa Philippine Center on Transnational Crime, ang counterpart ng bansa sa Interpol o International Criminal Police Organization.
Binatikos din ni Marcoleta si Trillanes dahil sa public presentation ng umano’y kopya ng ICC arrest warrant laban kay Dela Rosa.
“Is former Senator Trillanes now the sheriff of the ICC?,” ani Marcoleta.
Tinawag ni Marcoleta ang insidente na “insult” sa Senate at iminungkahi na ilagay si Dela Rosa sa Senate protective custody sa ilalim ng Senate Resolution No. 44 habang ginagamit nito ang available legal remedies.
Binanggit din ni Marcoleta ang Article 59 ng Rome Statute, na nagsasabing ang sinumang subject ng ICC warrant ay dapat munang iharap sa competent judicial authority para i-verify ang identity, tukuyin kung nasunod ang legal procedures, at tiyaking protektado ang rights.
Inaprubahan ni newly elected Senate President Alan Peter Cayetano ang motion matapos walang senador na tumutol.
“The motion is consistent with our rules, is consistent with Senate Resolution Number 44, is consistent with precedence,” ani Cayetano.
Dagdag niya, si Dela Rosa ay “enjoy the protection of the law and the protection of the Senate” alinsunod sa Senate rules at Philippine laws.
Bago ito, bumalik si Dela Rosa sa Senado matapos ang ilang buwang pagkawala sa publiko sa gitna ng mga ulat na inuugnay siya sa ICC warrant kaugnay ng anti-illegal drugs campaign ng Duterte administration. /Bistado
