Sinibak ng National Police Commission (Napolcom) ang 11 police officers mula sa Regional Drug Enforcement Unit ng National Capital Region Police Office dahil sa umano’y pagkakasangkot sa kidnapping cases.
Sa isang pahayag, sinabi ng Napolcom na napatunayang administratively liable ang mga opisyal sa two counts of grave misconduct at two counts of conduct unbecoming of a police officer.
Kinilala ng komisyon ang mga sinibak na sina Lt. Col. Ryan Jay Orapa, Maj. Mark Phillip Almedilla, SMSgt. Mark Anthony Manrique, SSgt. Edmon Muñoz, SSgt. Robert Allan Raz Jr., SSgt. Denar Roda, Cpl. Alric Natividad, Cpl. Reynaldo Seno Jr., Cpl. Ronald John Lanaria, Patrolman Rufino Miguel Panghulan, at Patrolman Develyn Tapalla.
Ayon sa Napolcom, inakusahan ang 11 police officers ng pagkakasangkot sa dalawang abduction incidents noong February 17 at March 24, 2021. Ginawa umano ang mga ito sa ilalim ng kunwaring anti-drug operations.
Nag-ugat ang kaso sa mga reklamong inihain noong September 3, 2025.
“The respondents’ actions, carried out while they were in active service and acting under the color of authority, seriously dishonored the Philippine National Police (PNP) and demonstrated a corrupt and unworthy moral character incompatible with public service,” ayon sa Napolcom.
Dahil sa bigat ng violations, ipinataw ng Napolcom ang maximum penalty na dismissal, kasama ang accessory penalties.
Nauna nang na-link sina Orapa, Almedilla, Manrique, at Muñoz sa kaso ng mga nawawalang “sabungeros,” o cockfight enthusiasts. Kinasuhan at sinibak na rin sila sa serbisyo noong January.
Binigyang-diin ni Napolcom Commissioner Rafael Vicente Calinisan na sinunod ang due process sa paghawak ng mga kaso.
“May due process tayo dito sa Napolcom. Hindi natin puwedeng paghaluin ang mga kaso. Kailangan nating tingnan nang hiwa-hiwalay, base sa ebidensya (We have due process here in Napolcom. We can’t mix the cases together. We have to look at them separately based on evidence),” ani Calinisan. /Bistado
