Sumurender si Sen. Jinggoy Estrada sa Philippine National Police-Criminal Investigation and Detection Group nitong Lunes matapos maglabas ang Sandiganbayan Fifth Division ng arrest warrant laban sa kanya sa non-bailable plunder case kaugnay ng flood control corruption scandal.
Humaharap si Estrada sa plunder at graft charges sa umano’y flood control-related budget insertions. Nauna nang naglabas ang Sandiganbayan Second Division ng warrant laban sa kanya sa bailable graft case, kung saan nakapagpiyansa siya ng P90,000.
Bago sumailalim sa police custody, humarap si Estrada sa media sa Senado at sinabing hindi siya hihingi ng proteksyon mula sa institusyon.
“I will not yield to threats. I will not be intimidated. I will not be pressured into surrendering my independence of judgment,” ani Estrada.
“Above all, I will not place myself under Senate custody. I will not seek Senate custody. I will not use the Senate as a shield against the allegations being leveled against me.”
Sa isa pang pahayag, sinabi niya: “Hindi ako papasailalim sa kustodiya ng Senado. I will not seek Senate custody. Hindi ko gagamitin ang Senado bilang panangga laban sa mga alegasyon sa akin.”
Giit ni Estrada, haharapin niya sa korte ang mga kaso at patutunayan niyang walang basehan ang mga akusasyon.
“I will defend myself till the end,” aniya.
Inutusan din umano niya ang Senate Secretary na i-hold ang kanyang suweldo habang nililinis niya ang kanyang pangalan.
“I am giving instructions to the Senate Secretary to put my salary on hold. Personal kong pasya ito upang ipakita sa sambayanang Pilipino na wala akong intensiyong makinabang sa pondo ng bayan habang nililinis ko ang aking pangalan,” ani Estrada.
Ayon sa Office of the Ombudsman, may scheme umano kung saan inilaan ang pondo sa partikular na mga infrastructure project kapalit ng commission fees o kickbacks.
“Case records point to an accumulated sum of illicit payouts amounting to an aggregate sum of over P573 million, which were systematically delivered to the principal respondent, Senator Jinggoy Estrada,” ayon sa Ombudsman.
Kasama sa kinasuhan sina former Department of Public Works and Highways secretary Manuel Bonoan at dating DPWH officials Denryl Caesar Cortuna, Manny Bulusan, at Arturo Gonzales Jr.
Ayon kay Interior Secretary Jonvic Remulla, lahat ng co-accused ni Estrada ay nasa government custody na. Dinala naman si Bonoan sa PNP General Hospital matapos umakyat ang blood pressure nito.
“Secretary Bonoan is on his way to the hospital because his blood pressure is listed at 192/100. He will be kept there for an undetermined amount of time until he stabilizes, and the doctors will say he is fit to stand trial,” ani Remulla.
Nilinaw din ni Remulla na hindi simpleng voluntary surrender ang nangyari kay Estrada.
“He was read his rights in the Senate, so that technically constituted an arrest,” paliwanag ni Remulla.
Sinabi rin ni Remulla na sinubukan umano ni Senate President Alan Peter Cayetano na pigilan ang arrest sa pamamagitan ng pagbanggit sa immunity ng mga senador sa Senate premises. Sinamahan ni Cayetano si Estrada sa Camp Crame.
“The question was whether yung separation of the executive and the legislative. Sabi niya, even at the time of Salonga, he protected [former Senate President Juan Ponce] Enrile. Ang sabi ko sa kanya… ‘Sir, I’m sorry. You lost that privilege when Bato escaped,” ani Remulla, kaugnay ng pag-alis ni Sen. Ronald “Bato” Dela Rosa sa Senado habang may ICC warrant laban sa kanya.
Sa panig ni Estrada, iginiit niyang wala siyang kinalaman sa umano’y scheme at muling binanggit ang Senate Legislative Budget Research and Monitoring Office certification na wala raw record na nagpasok siya ng insertions sa 2025 national budget.
“So how can the Office of the Ombudsman file a plunder case against me when I am not even alleged to be part of, or the mastermind of, the supposed scheme? Wala akong kinalaman dyan,” ani Estrada.
Sinabi rin niya na inalok umano siyang iwan ang 13-man majority bloc ni Cayetano kapalit ng dismissal ng kanyang mga kaso, pero tinanggihan niya ito.
“But I did not accept,” ani Estrada. “My conviction to remain with my colleagues in the Independent majority bloc prevailed.”
“If this is the price I must pay for the decisions I have made and the principles I have chosen to uphold, then I am prepared to face the consequences—however difficult they may be, especially for my family,” dagdag niya. /Bistado
