Sinuspinde ni Ombudsman Jesus Crispin Remulla si Catanduanes Vice Governor Robert Fernandez at 11 miyembro ng Sangguniang Panlalawigan kaugnay ng umano’y iregularidad sa paggamit ng P30.5 million Quick Response Fund matapos ang pananalasa ng Super Typhoon “Uwan” noong November 2025.
Sa order na may petsang May 22, sinabi ng Ombudsman na may sapat na batayan para isailalim sa preventive suspension sina Fernandez at ang 11 board members, effective immediately, without pay, sa loob ng anim na buwan.
Nag-ugat ang kaso sa reklamong inihain ni Catanduanes Governor Patrick Alain Azanza tungkol sa umano’y maling paggamit at alokasyon ng QRF ng lalawigan.
Ayon sa reklamo, nirebisa ng respondents, na kumikilos noon bilang Sangguniang Panlalawigan, ang proposed utilization at allocation ng Provincial Disaster Risk Reduction and Management Council para sa QRF.
Inilipat umano nila ang mahigit P26 million para sa cash assistance imbes na goods.
Bineto ni Azanza ang SP ordinance at binanggit ang DBM-DILG-NDRRMC Joint Circular 2013-1, na hindi umano nagsasama ng cash assistance sa allowable immediate response activities.
Giit ni Azanza, naantala ng ginawa ng respondents ang paggamit ng QRF at nahadlangan ang provincial government na tugunan agad ang pangangailangan ng mahigit 39,000 pamilyang naapektuhan ng bagyo.
Kasama rin sa reklamo ang deferment ng request for authority para pumasok sa Memorandum of Agreement sa Department of Human Settlements and Urban Development para sa construction materials para sa Super Typhoon Uwan victims.
Inakusahan din ang respondents na nagdulot ng delay sa enactment ng budget appropriations para sa fiscal year 2026 at naglabas ng resolution noong January na nagdedeklara kay Azanza bilang persona non grata sa lalawigan.
Kasamang sinuspinde sina Sangguniang Panlalawigan members Josevan Balidoy, Giovanni Balmadrid, Jose Romeo Francisco, Alvin Rodriguez, Edwin Tanael, Lorenzo Templonuevo Jr., Arnel Turado, Dean Roberto Vergara, Tito Villamor, Santos Zafe, at Rafael Zuniega.
Ayon sa order, may “strong evidence showing their guilt” sa mga kasong grave misconduct, grave abuse of authority, at conduct prejudicial to the best interest of the service.
Inilabas din ang suspension dahil “their continued stay in office may prejudice the investigation of the case filed against them.”
Sinabi pa ng Ombudsman na kailangan ang suspension dahil “there is a need to preserve the documents and evidence pertaining to this case which they may have control and custody” at para maiwasan ang “further commission of malfeasance and/or misfeasance in office.”
Sa ilalim ng order, suspendido without pay ang respondents sa panahong hindi lalampas sa anim na buwan habang hinihintay ang final termination ng administrative adjudication ng kaso. /Bistado
