Nagsampa ang Office of the Ombudsman ng graft at malversation charges laban sa mag-asawang Pacifico “Curlee” Discaya at Cezarah Rowena “Sarah” Discaya, kasama ang ilang public works officials, kaugnay ng umano’y iregularidad sa flood control project sa Calumpit, Bulacan.
Inihain ang kaso nitong Huwebes sa Bulacan Regional Trial Court (RTC).
Sa press briefing matapos ang filing, sinabi ni Assistant Ombudsman Mico Clavano na ang transaksyon ay “resulted in unwarranted benefits amounting to PHP53 million” para sa construction firm ng mag-asawa.
Kasamang naghain ng kaso si Clavano sa Clerk of Court, kasama si Vince Dizon, Secretary ng Department of Public Works and Highways (DPWH).
Ayon kay Clavano, lumabas sa findings ng Ombudsman na may seryosong paglabag umano sa government accounting at auditing regulations.
“The findings of the Ombudsman reveal an utter and flagrant violation for government accounting and auditing regulations, specifically, investigators discovered that payment for the project’s first billing was released despite an unapproved disbursement voucher,” ani Clavano.
Dagdag niya, nagkaroon umano ng full payment para sa dredging at embankment items kahit walang basis o required supporting documents na magpapatunay na natapos ang proyekto.
Bukod sa mag-asawang Discaya, kasama sa complaint ang mga opisyal ng DPWH-Bulacan 1st District Engineering Office na sina Merg Jaron Laus, Brice Ericson Hernandez, Jaypee Mendoza, Ernesto Galang, Norberto Santos, Lorenzo Pagtalunan, Juanito Mendoza, at Floralyn Simbulan.
Isinama rin sa complaint si Ma. Roma Angeline Rimando ng St. Timothy Construction Corporation.
Si Curlee Discaya ay nasa Senate custody mula September 2025 matapos ma-cite in contempt ng Senate Blue Ribbon Committee.
Si Sarah Discaya naman ay nakakulong sa Lapu-Lapu City Jail Female Dormitory sa Mactan, Cebu.
Nauna nang naharap si Sarah sa non-bailable charges ng graft at malversation matapos maiugnay sa P96.5-million na ghost flood control project sa Davao.
Sa bagong kasong inihain sa Bulacan RTC, nakasentro ang Ombudsman sa umano’y improper payment, kakulangan ng supporting documents, at P53 million unwarranted benefits sa Calumpit flood control project. /Bistado
